No. A reached the stop sign first, A has the right of way. Why is this so difficult?

I am the 1 of 4 who voted A, though I wasn't driving. It is not as clear cut as it seems. If they both arrive at around the same time, the person going straight has the right of way. In the state laws here, they don't mention what happens at two way stops, only what happens at 4 way stops and at uncontrolled intersections. They have some wording about a 2 way stop, but it applies only to highways, and seems to indicate that the person turning left yields.

Also, where else would you turn on a two lane street? Into oncoming traffic in the left lane?
 
Person A has the right of way, no matter what the other person is turning because that car arrived there first. Had they gotten there at the same time, Car B would have right of way because he's going straight. Though, not everyone follows this rule thus the reason for being a good defensive driver. Even if I have right of way, if the other car goes, I'd rather let it go and not have my car be hit.

I think he actually means a 4 lane road. He was referring to the two lanes on one side.
 
I'm saying B. If both have to wait at the stop sign, then you treat it as though both arrived at the same time.

If we use a four way stop in the scenario you're describing, as soon as the person turns (while you're waiting for that person to clear out of the intersection so you can head straight), traffic perpendicular you starts to move.

If YOU go first while the person waiting to turn waits in the intersection, then thats not a problem. Perpendicular traffic won't go unless the person finishes his/her turn.

I encounter this problem a lot of times. It's irritating as hell.

You're a fvcking idiot who should be run over by a 18 wheeler for not knowing how to navigate an intersection with stop signs.
