No. A reached the stop sign first, A has the right of way. Why is this so difficult?
I am the 1 of 4 who voted A, though I wasn't driving. It is not as clear cut as it seems. If they both arrive at around the same time, the person going straight has the right of way. In the state laws here, they don't mention what happens at two way stops, only what happens at 4 way stops and at uncontrolled intersections. They have some wording about a 2 way stop, but it applies only to highways, and seems to indicate that the person turning left yields.
