Actually the vast majority of herpes 'carriers' go many years without knowing they have herpes before receiving a proper diagnosis. Herpes presents in a variety of ways in a variety of places, many of which mimic other anomalies such as dermatitis. A good portion of herpes cases are missed by doctors. It doesn't only appear in the form of unmistakable festering sores immediately on or around the genitalia.Personally I think Herpes is pretty messed up, considering the carrier knows (generally) that they have it and don't say anything or help to stop from it being spread.

The rest of the viral STDs (herpes, HPV) suck cause they're also incurable. HPV is supposedly rampant and supposedly condoms have only moderate effectiveness against it.
Symptoms don't need to be present for many STDs for them to be spread.
