Not in Oregon (or most every other state). Why do you think everyone goes to Spirit Mountain? They wouldn't drive all that way if some white person could open one up in Portland.

A white person can open up a casino anywhere theres a reservation, they just need to partner with Native Americans. Thats how the Native Americans get startup capitol to build the casinos in the first place.

But the white people can't own a controlling interest, and a large chunk of the profits (pre-shareholder dividend) have to go directly back to the tribe. There are many strict regulations about Indian gaming casinos, which vary widely from state to state, but these casinos are not fronts for white operations (which it seems to me that you are implying, as have many others).
And many states allow off-reservation casino sites as well, to bring a tribe closer to a large metro area and more profits.

Anyways, not a controlling interest no, but partnership. For a profitable casino a small stake is still good chunk of the change. And I did not imply any such thing, simply stated thats how a white person can get into the casino business. Although now I think tribes are banding together and pooling capitol for true financial autonomy and political power via lobbying. More power to em. It'll be interesting to see how they handle California's attempt to collect taxes. If they beat that, then they are a true political force to be wreckoned with. Does anyone know offhand if Native Americans on reservations are allowed to vote?
