Two. The top one is for quick launch items, and the bottom is for open windows/programs.

1 bar here since my 14.1" notebook screen can only support 1024 x 768 res. Used to have two on my 19" at 1600x1200.

Right click on your taskbar and select the toolbars menu option, you'll soon understand! :)

2. There's a small section at the left for quicklaunch stuff, and the clock on top of the system tray stuff at the right, and the whole middle is open for windows to use.

I have 3, actually...I accidently voted for 1. The bottom toolbar has two just because I like the space, and sometimes it gets crazy with multiple programs opened at once for multitasking purposes....Plus I like to have the DateBar read Time/Day/Date rather than just the time.

The third one is at the top of the screen. I always do this when I set up a system, it's just a habbit. I take the My Computer Icon and drag it to the top of the screen so I can instantly choose from all my hdds, optical drives and go to My Documents with a quick click. I feel naked if that's not there.

2 rows high. One row for buttons for open applications. One row for a custom toolbar with shortcuts to folders/apps. But, I do keep it on auto-hide.

And, ever since the early days of the Chicago beta for Windows 95...I've kept my task bar at the TOP. It freaks people out on those rare occasions I need someone to show me something. :)
