He already got the new tax bill through so he'll be the favorite in 2020 as long as the economy keeps humming. Building the wall would just be icing on the cake but it's not necessary at this point. He can just tell the base that he was obstructed from building it, but look at the economy and available jobs (which is a great strategy btw). Focus on the economy, you usually win.
