Yes, but with a toilet cover/toilet paper.

I would not want to rub asses with some stranger (at least not one who would use the toilet in the MENS room), so put down a layer of Magic Butt Cooties Blocker.

It just makes me feel better.

The impression I had was women's bathrooms were always clean since there won't be any piss stains on the seat, etc...

Hovering doesn't work well. It may lead to accidental "packages" in your pants if you lose your balance or get surprised. Let's not even get into the splashback... Just put some foundation down.
