No, it is correct. The congressman didn't know the fact: "New Mexico wasn't part of Mexico"
If it were a double negative it would be corrected as:
The congressman knows that New Mexico is part of Mexico
That doesn't mean the same thing. If one negative was taken out it would read as:
The congressman knows that New Mexico wasn't a part of Mexico
or
The congressman didn't know that New Mexico is a part of Mexico
Neither is correct. Only the original statement is. (A-B)+(C-D) isn't the same as (A+B)+(C+D). The negatives refer to different objects or actions.
