There are two reasons that makes the Infineon a better OC choice:
The first is technical. Siemens use a 0.17 micron process for their DRAM chip fab. That makes it the most compact chip of the industry, which has less stray capacitance and less heat. Infineon SDRAM components. The Micron chips use standard 0.18 micron process. Micron SDRAM component selector guide.
The second one is in marketing. Micron chips are marketed much more agressively in the retail channel. You can find Crucial as well as generic SDRAM module using Micron chips. There is wide variation in quality. So far, the only Infineon chip module are either Infineon, Apacer (Acer) or Powmem. All of them has excellent record in quality control. The Infineon products are usually sold through the higher end vendors (Mushkin, Memory Men etc.) That means the PCB is likely to be high quality 6-layer board.
When comparing Crucial module with Infineon module, the Infineon module gain an upper hand due to the better chips.
