that's debatable. Philippines is different than the other countries in Asia and Pacific Islanders. Due to their many different colonizers, it comes down to how much history you know and what cultural similarities you make to other ethnicities.
...and how much geography.
SE Asia's relatively isolated from other countries geographically (excluding some paths between China and Vietnam) but it has always been pretty easy to travel by boat among the countries due to the shallow shelf that connects Malaysia, the Philippines, Indonesia, and mainland SE Asia.
I honestly wonder when some Filipinos in America (or Filipino Americans) decided that they should call themselves Pacific Islanders. It's probably all about individuality and wanting to be different. It's probably the same reason we put crazy stickers and body kits on our Hondas
You'd never hear a Filipino back on the islands claim to be anything but SE Asian
