I know a few people from when I worked at IBM who never passed it or took two or three tries to pass it. It's a pretty expensive thing to have to retake. I think they don't make it so easy that everyone passes so that it means something to the people that do. It's a pretty good mix of needing real world experience and understanding how things 'should' work.

Yea, I highly doubt its a cash for cert program like some of the IT certs have become. Its one I've been looking into, but need more experience (3 years MINIMUM!).

That's a resource issue. Speak to the resources manager about poor performance from said resource. Really put the screws down and document his neffing.
