Phoning long distance to a cell phone...

I have a friend who lives in BC, but is in town for a few days. He told me to call him on his cell, but since he's from outta town, he'll get some long distance charges.

Anyway, when I call his cell 1-604-[xxx-xxxx], all I get is a busy signal.

Any reason why this is? (btw, its been like this for a few days now, so its not cause he's on the phone)

<< He does not have cell phone service in this area? >>

He does have service because he has called me from his cell, while he's been in town.

<< i thought they only charged you long distance on your cell if you were the one making the calls. >>

I'm not sure about this, but he thinks if I call him, he gets the charge.

If you're roaming you will get charged long distance. They like to call this the "call delivery charge."
