I'd have to disagree...

What I'm seeing is top executives Actively Searching for what they can outsource that is IT related. Every function that IT does is being scruitinized in an effort to cut costs.

Let's face it - IT is an expensive business fuction that most companies don't use properly...its just a big black money pit to the board sucking away profits.

And yes - all IT functions can be outsourced. All of them.

small companies yes, toner monkeys yes, coders yes, etc and ESPECIALLY HELP DESK!...to me help desk is not IT about 90% of the time. It's being able to read previous tickets and repeat. The guys at the third tier or higher are where clerical departs and IT starts. My opinion though which I should not have to add, but people seem to think otherwise.

However, support specialized and real time financial systems and they are going to need people on hand.

You could be very right about what you have experienced, but the fact is most IT/IS workers aren't that hot. They know about as much as a 12 year old today....perhaps MSCE, and all that crap out the boot...but if you are an IT/IS worker with a ton of experience at a high level in the field you are supporting I have found that is invaluable.

You have to look harder for jobs, yes and you get locked into a niche, but that niche can be a ton of cash.

So you are right IT is looking to be outsourced as much as possible, but so are all departments and even storage of assets/items/equipment. This is not a IT/IS only issue.

Let's put it this way:

If you go into IT, you may be able to scam a few pills from your coworkers' desks. But if you work in pharmacy, you can have access to all of the oxys, dilaudid, zanax, etc. you can get your hands on.

The choice is clear.
