So this lady feels bad that her dog has passed, wants to go through with this, etc. Let's forget about morality of the cloning issue as well as the money for now...
Cloning of dogs isn't really new - but this is a first. Ok so she gets her dog...
Now what? It's not just going to grow up and act the same as the original right? I mean these animals are like wet cement - whatever falls on them leaves a lasting impression. So if she does not raise the new dog just like the original he or she is going to be a different animal right? Things will happen differently and the dog will be different enough. Why not just buy another of the same breed, color, etc?
If you really loved a pet and money was of little concern would you do this too?
