The stupidity of alot of people posting to this topic is absolutley astounding. "Shoot looters on sight!!" is alot of what I'm reading. Well how in the hell are you going to tell the difference in a looter with a bunch of food & other necessities and some poor person carrying with them the remains of what was in their fridge, ect?? YOU CAN'T!!
As far as looting jewelry stores, Best buy, ect. yes I think something needs to be done about those people. Jewelry and radios are not necessities. Shoot them?? Hell no.. that just adds to the hundreds of dead bodies, filth, and disease already in the water.
Those looting grocery stores because they & their kids haven't eaten in days. Let them go... there are more important problems at hand. While they technically are stealing that loaf of bread, realize the circumstances. While it may not be right try telling that to your 4 y/o daughter after the 3rd day of "Daddy, I'm hungry." You too would be in that store taking any food you find. Anyone who says otherwise either A) doesn't have children or B) is unfit to raise them.

I don't consider ppl breaking into grocery stores and pharmacies looters. There is no one there. If after 3 days no one is there to accept your money for lifes essentials of survival such as food, water and medicine than let them have it. Its not like they can pay.... no one is there to accept payment. Its abandoned.
Now, clothes, jewelry and electronics is not essential. Therefore they should be dealt with harshly.

anyways, this whole situation is just sickening. how stupid are these people? i mean seriously, shooting at military helicopters that are coming to rescue them is just pure stupidity. i say let them wipe themselves out naturally.

I don't know if this has been said, I didn't read through the whole thing, but would be for some active force against looters. What I see is a limited number of policemen and firemen attempting to rescue people, but they are being pulled from the better thing to do by looters who have the gall to attempt such a thing during a natural disaster. For every looter caught there might be several people drowned who maybe would have been saved if that policeman or fireman was someplace else. That's what irks me.
Or how about we just send one of these military helicopters along next time they dicide to shoot at rescue helicopters??

NOBODY posting here can say they know what it feels like to be in their shoes. This disaster is unprecendented in scope and scale. Feces and waste is everywhere because sewage systems are shut down or under water. People, young and old, have been without food and clean water for two days. Medication is non-existant (try imagining a diabetic looking for insulin and a syringe on top of a roof, or under a makeshift village under an overpass).
We are talking about total loss here. Everything you can lose, they lost. Property, employment, shelter, food, water, dignity, health, families, friends, contact with the outside world, etc.
So please get off your fvcking soapboxes and STFU about what you percieve to be the situation in that area, and what you percieve to be the solution.
And don't pass judgement on people who have lost everything and their actions. The incredible amount of stress, grief, and insanity that many of these people are feeling can lead them to do desperate things, but I would rather forgive their actions as acts of extreme desperation than shoot them dead.
Why add to the body count in a total catastrophe?

Necessities are one thing.
TV's, shoes, computers, etc. are another. How long untill looters start killing people? Raping them? You gonna excuse that due to stress, grief, and insanity? Suppose it's your mom, your sister, your brother?
Not buying it. The criminal element is taking full advantage of the situation.

Because not doing it is going to make the situation worse. I don't think anyone here is proposing to shoot people getting food and water. But, if you don't think full-scale, criminal looting by heavily-armed, organized gangs is occuring, you are extremely naive. No recovery is possible without first restoring law and order to the city, and the police are simply not equipped to do this. Things have progressed far from a "mere lawlessness" stage, to full-out anarchy. There are no courts for hearings, no jails to store prisoners in.
This is not "some people are breaking into Best Buy and stealing 7800GTXs". This is literally complete gang rule on the streets of New Orleans. Get that through your skull!
I know what the hell I'm talking about. I wrote papers on riot control in college, read many books about it. Do you think I'm somehow cheering that we're thrown into this situation? Of course not. I'm rather depressed about it. But the fact that you're taking an extremely soft stance on this alerts me to the fact that you have no idea whatsoever about what needs to be done. Armed looter gangs are a clear, imminent danger. Aggressive policies about shooting will be protecting law enforcement / military personnel's own lives.
Allowing looting only encourages more lawlessness. It's really that simple. If police run into people looting a grocery store, certainly, they should be allowed to use their discretion in the situation - they are, in fact, legally empowered to take things from such places. But they cannot allow people to just loot.

You might have written papers and read books on riot control. That's very nice. The people in NO are in a life and death situation and, yes, they are dying in the streets. Until they receive basic necessities of survival - food, water, shelter, dry clothes - they are going to behave in a desperate fashion.
This isn't the same as, say, the Rodney King riots. Those people had dry homes to go back to and really had no legitimate reason for robbing/stealing.
You can't apply the same tactics here. You simply won't have order until the people feel their basic needs are being met. I'll wager that people who ordinarily are model citizens are behaving in ways that would be characterized as barbaric just so that they can live to see next week.
Traditional "book-learned" riot control methods are going to be totally ineffective at restoring order until the basic necessities are provided for people and they feel safe.
I forgot how your ignorant, uneducated, seat-of-the-pants techniques are so much more effective. Forgive me, for my "book-learning" is obviously so worthless that riot control commanders everywhere should just forget everything they've learned from books.
I also thank G-d that you are not the one in command of the mess.
You bring up all these _excuses_ for looting. And that's well and good. But, you did not answer my fundamental point, which was that allowing looting causes the situation to _escalate_. The way to get their needs met is to get aid in there. But, as news is starting to point out, getting aid in there is now starting to become impossible because of _looting_. The connection is not that hard.

Why is everyone saying to shoot every looter? I'm sure there are plenty of people looting right now, I mean it's not great, but what the hell kind of Vigilante justice is everyone promoting. And I'm sure many of you who are saying shoot would do the same thing if you were in that situation.
