That's because computers are inconsistent like that. Why can't we just single click everything? We single click buttons and just about everything in the browser, but we double click on icons? The interfaces are different and that's why people get confused.
On the web, we hover to select and display information and we single click to open. On the desktop, we click to select and view information and double click to open. Why?

How do you get confussed by it. The reason you double click on files on the desktop/explore is so that you can select an item. There is no need to select hyperlinks so there is no need to double click.
