You turn when the light is yellow after making sure there is no oncoming traffic. That's entirely legal as you entered the intersection when the light was green. BTW, if you do this make sure you keep your tires straight until you're ready to go through; otherwise getting rear-ended pushes you into oncoming traffic.
1) If there was enough time to pass while yellow, then it wouldn't matter if they pulled up or not - they'd have time to turn. You can sit behind the crosswalk and wait until the yellow and turn if there is that much time (10 extra feet won't change the picture).
2) Thus we are only talking about when there isn't enough time to turn while yellow.
3) So that means you want people to turn while red - which is illegal and dangerous.
Note: just pulling past the crosswalk and stopping hoping there will be time to turn while yellow is illegal in most locations.
