I believe this is due to longer upgrade cycles for virtually all PCs besides gaming systems. The reason for the longer upgrade cycle is the multi-core revolution 6 years ago coupled with no new demanding must-have software releases. Most PCs are used for the same applications they were 4 years ago, they did fine with 4 year old tech and therefore do not require upgrades.

The exception to this is high performance and gaming applications which are the minority of systems.

I believe we need some new technology besides gaming to properly utilise current hardware for the masses. Something like Virtual reality entertainment with Oculus rift, or even CPU/GPU only cryptocurrencies like litecoin (assuming they take off and become mainstream).
