Just issued a refund through PayPal and to my great pleasure I saw an additonal fee charged to me in the amount of $1.00

Unless they've recently changed something, they don't have a refund fee. Who knows, maybe something changed..

Answer : No. There is no charge to send a refund using the Refund Payment link.
