* $3,000.00 USD for purchases

I always use my Paypal debit card for security deposits. Once I forgot to cancel something and they tried to charge me like 10 times. HAHAHAHA I had free credit monitoring for 2 weeks over the trial period (whoops)
Plus 1.5% cashback. No card gives you 1.5% cashback for regular purchases. Esp for my ebay stuff, I use my paypal card. IT's easy to keep track of balances that way. Moreover, you can't get 1.5% everywhere you go (if you're gassing up, go ahead use the Citi Dividend Platinum Selec,t but what if you're somewhere else? =P)

So you can set a certain amount of money with paypal debt or virtual?
It says 1.0% cash back when you promote paypal on your ebay site(don't mind doing)
