I wouldn't say they play the same
let's say a 600 DPS bow is 1 shotting every pack and the 200 DPS bow requires 3 Tornado Shots per pack
that means the 200 DPS bow might need to do more kiting, the 200 DPS bow is leeching less, and the 200 DPS bow is more reliant on flasks to compensate
Exactly. Attack builds feel the same for a given attack skill *as long as you do enough damage*. Once your damage drops below 1-2 attacks per pack, you have to adjust how you play to avoid getting killed by the pack
I say this from recent experience playing a staff ground slam character. I leveled flame totem to 28 because of course I did, then I grabbed The Stormheart unique crit staff and got to go full Space Jam, but when the weapon stopped being strong enough (around A4 cruel), I had to drastically change how I approached packs, attacking once and moving every time, to avoid dying. Eventually I got a decent rare staff and went back to COME ON AND SLAM, then got Hegemony's Era at 68 and HOLY COW I CRIT NONSTOP attacking is just a wave of enemy shoving and death (crit = knockback node for staff is amazing).
The actual feel/playstyle changed depending on the relative power of my weapon to the content.
Spell builds only change feel/playstyle when they add a new link/better support. They require ZERO gear to "feel right", only the links matter, you can literally grab a random equippable 4L, even if it's white, and feel great leveling.
