is it true that if you don't reside in the state (AKA: your car has a license plate from a different state) that you don't have to pay for the ticket?

you dont have to pay for any ticket. just so happens if you get pulled over in that state again, there might be a warrant out for your arrest for:
a) not showing up to court
b) not paying
edit: might be wrong, but you should look into it.

i believe missing a court date gets you a warrant. again, not sure. check your local listings.
