The Japanese have no qualms about using animals for their own amusement. More westernized people have a knee jerk reaction to not like such things, or not approve at the very least. But the Japanese have never really foresworn that off, nor have many other Asian or Eastern countries, I believe. Or hell, even in Spain and some Latin American countries.

The zookeeper isn't speaking Japanese, the writing on the wall of the cage is Korean, and the written words that pop up during the clip are Korean, so I wouldn't blame Japan.

I've never seen the Japanese do something like this on TV. Sure, they make puppies race tricycles, but they don't put bears in a lion's cage.

The other southeast Asian countries are MUCH worse off when it comes to animal treatment, especially China (and apparently Korea). Japan is actually the best that I've experienced (though I haven't experienced them all)

I don't see that its any worse than scaring fainting goats. Its in no real danger. Don't get me wrong, I think its stupid, but the only reason people are crying foul is because the bear has an exaggerated reaction (to everything, it smells something on the ground and almost does a backflip).

Tbh though, I sort of doubt any real malice was intended. Like Vivi said, it could be the bear overreacts to everything just by nature, and so the zoo keepers thought they'd have some fun. I dont think cub lions have come to the point of developing a real killer instinct. That and well fed felines tend to be very tame I have heard.

The bear was jumping at shadows even. It would not surprise me from its very skittish behavior if this actually had a purpose. If the bear acts this way as a small cub, how would it behave as an adult? What would it be like with the crowds of people, if a new handler came on staff, other bears (old and new) in its enclosure?

I don't really enjoy seeing such a thing, but the bear wasn't going to get hurt at all. But at the same time... if you made a habit of scaring babies just for shits and giggles you'd probably be looked down upon at the very least. It isn't getting hurt, but it's still not a good way to treat the thing.
