VinDSL, if increasing voltage over the already high default for the EE with a dodgy mobo then sure, it is stressing both. But otherwise, the 15% is a mild OC that just happens to reach the limits of the CPU design and not stress the mobo at all. In any case the potential extra couple percent over what everyone and their cat is getting is unlikely worth the risk if intended to be used rather than be a novelty.
I submit that yer mobo can't be as good as you reckon 'cause the one I got four years ago pre-dated the more demanding Prescott but officially supports them and the EE. It was among the first mobos based upon the 865PE (and as such is Rev 0). It's a good idea to do a li'l research before buying to ensure the longest upgrade path and generally avoid surprises.
apoppin, eschewing ebay may be "cutting off your nose to spite your face". I have often managed significant upgrades at negligible cost by selling on ebay. The keys are to do so at opportune moments in product cycles and of course sell worldwide to take advantage of disparate pricing and availability in other countries.
