In right-wing-controlled cultures (including where I am - UK), sure absolutely.
To an extent that's exactly what already happens. If you want the best deals in supermarkets you need a smartphone, if you want good deals on utility bills you need to be able to pay by direct debit - people without bank accounts or for whatever reason can't use DD are charged more, and people on meters - who tend to be the poorest - are charged at much higher rates.
But, on the other hand, in some domains it works the other way round - one reason why 'low cost' airlines have tacky advertising and garish colour schemes on their planes and branding is to put off high-status customers who can afford to pay more. Same with supermarket own-brand products. They don't want wealthy people using the budget option, because they want those wealthy folk to buy the premium stuff that has higher profit margins. Hence they make sure the budget option screams 'cheap and tacky - look everybody a POOR PERSON'. It's how market segmentation works.
