From the language it's speculative. I think these stories are like good science fiction; cautionary tales intended to help us make the right choices moving forward. Wendy's took a big L over the surge pricing story, this may have the same intent?

If the system was controlled by more selfless people (and if it worked / wasn't easy to subvert) then this potentially could be great: if you have a low income, food is sold to you at cost. If you're a millionaire, you pay more.

Otherwise, we've had similar dystopic systems in place for longer than I've been alive, for example if you can afford to buy in bulk then you get better value. If you can't afford to though, well, sucks to be you, and the beatings will continue until morale improves.

Except...you know damned well...it would work the other way...the poor would pay higher prices, the rich would get the discounts as a way of saying, "Thank you for shopping with us!"
