The former is what is recommended. You are encouraged to wear a mask if you have symptoms of an illness but given an outbreak it's good practice to wear a mask even if you don't have symptoms. Two reasons being some diseases are communicable before symptoms appear and the second is that even if you don't have the virus you want to minimize your contact with your mouth and nose in case you do pick up the virus on your hands. How is it not appropriate? It prevents saliva and mucus from being placed upon common surfaces by trapping sneezes and coughs and by preventing contact with the mouth and nose by hand. It prevents your hands from transmitting viruses off of common surfaces by preventing them from coming into contact with your mouth and nose.
