What the hell... are you the laziest cat owners on the planet? If one cat is eating the other's food then you have to give them specific meal times and separate them while they are eating.
To the OP... as for "diets", it is very rare that diet food really will help much. Certainly in your average dry food, diet food is actually going to be worse. The best way to put your cat on a "diet" is by switching to a high quality wet food. Wet foods tend to have a much higher percentage of protein, whereas dry food is often up to 50% carbs.
Diet foods often reduce calories by removing things that the cat needs. So the cat ends up needing to eat more diet food to equal the same amount of necessary nutrition.
Your cat looks very similar to my cat. It creeped me out until I noticed that your cat doesn't have the little brown patch below her nose that mine does. Otherwise they look eerily similar. Mine weights 13 lbs and is somewhat overweight. She is still able to reach around and clean herself, though.
The butt dragging is more than the cat being overweight. First off, I am wondering if your cats don't get along, because cats will often groom each other to take care of such problems. Secondly, it could be that her diet is incosistent and causing problems with her stool. But more than likely as mentioned above it is a behavioral thing in response to a physical thing.
