If you want an ordering system -- I would really recommend getting a professional to do it for you. They have years of experience and can often customize it exactly how you want to. Properly designing a web application and database can be a daunting task. If you would like to try it yourself, however, I'd recommend learning PHP. It isn't an extremely difficult language, but it can be implemented into a prexisting webpage (whereas perl all output must be outputted by the language), and is in very wide use.
