Being in the business, I believe my company's approach is "regulations are going to continue so we're not going to go backwards".

As much as regulations suck, unpredictable regulations are far worse.

I studied Spanish (3 semesters IIRC) in grade school, maybe Spain is a better idea for me, even Mexico (have relatives in San Diego).
