There are plenty of reasons to be skeptical/suspicious about that organisation, without being a Trumpist. The US rarely acts internationally out of the goodness of its heart. There's almost always a geo-strategic motive involved. Sometimes that might coincide with doing the right thing, but quite often it doesn't.

And regardless of whatever evidence you produce, that still does not give the president the authority to move appropriations around or shutter an agency created by Congress. He's not a king.
