Just...where to begin...I don't even...
I mean, first off, I don't attach much significance to "IQ" tests, because I've yet to see any definitive proof that any such quality as IQ exists, in the sense of some fixed, intrinsic, trait of an individual.
Rather than it reflecting the extent to which someone has been inculcated in a particular style of thinking. Plus it reflects motivation - people will do better at IQ tests if they have the sort of personality that means they care about IQ tests.
But, more-to-the-point, as you say, Trump is confusing the most basic kind of test to see if you are developing some sort of severe neurological dysfunction with IQ tests. Which, ironically, is more evidence that he's a complete dimwit.
(But I don't think he's a dimwit due to some intrinsic, biological, limitation of his brain, it's just a result of his having lived a life of privilege where there was never any incentive for him _not_ to be a dimwit).

Worth reminding everyone that at this point, Trump has been in power for more than 6 months with a Republican House, Senate, and 6-3 advantage on SCOTUS--and the Republicans have not unveiled a comprehensive immigration reform bill that "fixes" the asylum revolving door, funds immigration courts, settles the debate around Dreamers, or establishes any kind of guest worker program. All they did with BBB is give ICE 2x more funding than the entire Israeli military budget just for detentions.
Granted, they need 60 Senate votes to do the other things--but you think they'd at least unveil a bill and put Democrats on record as campaigning/voting against real immigration reform.
Edit: Oops I was wrong--doing my research I do see that some small % of $3.3 billion will be spent on hiring additional immigration judges--as opposed to the $170.7 billion on border enforcement, removals and detentions.
