The people there now are, for the most part, the shallow end of the gene pool. With out leaders they fall to anarchy. When this is all over we might hear stories of a few people who collected groups and lead them to safety, but for the most part everyone that would have turned the tied against anarchy left when told to.

New Orleans. On the 28th of August, it was normal everyday life. The next day, 80% of New Orleans is under water up to 20 feet high in some places. The streets have turned to Venice and overflowing with sewage, human waste, bacteria, disease, rats. Cemetaries and all their coffins, bodies of the dead, recent and old alike rise up from the earth and are floating everywhere along with the stench of death. No electricity for light at night. Pitch blackness. No drinkable water, and no edible food.

In essence, Katrina was a nuclear explosion with HELL in it's warhead instead of Plutonium. Hell on earth is what these people are going through and they are mentally breaking down and going mad. War Veterans could be the snipers. Reliving a war. Thinking they are back there. The looting is probably mostly people just taking what they need to survive, and theres not much. There are genuinely bad elements down there that don't make anything any better.

Army corp engineers say it will take 36 to 80 days to pump out new orleans into Lake Ponchartrain once the levees are reinforced.. That lake as a result will be totally polluted and destroyed probably killing every life form in it.
