Because it makes sense to remove that last .00000001 parts per million of something when "gross vialators" are creating perhaps a million times more emmissions. When they track down all those busted up cars and semi's that pour crap into the atmosphere, maybe then they can bother the automakers some more.

California has also issued rules to force automakers to cut tailpipe emissions from cars and trucks. Enforcement of those rules is being delayed by litigation from automakers.

I'm wondering if this suit isn't just a response to this last part of the article. You know, maybe CA is pursuing this course to try to get automakers to stop stalling the enforcement of the existing emissions rules CA has mandated?

You do realize that California is the 6th largest economy in the world and one of the leading points of entry of goods for the entire country? Apparently, you don't...dumbass.

cars produce roughly 20-30% of air pollution. So that leaves 70-80% from other sources, the biggest is livestock farming. Next up is heavy industry followed by the Chemical industry.
