I can't remember the game well but I think it was called Syndicate. It was 3rd person with 4 operatives which you could upgrade biohardware. Looked like fallout but smaller units with less def.

Yup, it was called Syndicate and they made Syndicate 2 if you weren't aware. I LOVED that game. Alsom to the other poster for "Jill of the Jingle," I thought I was the only person who had ever played that.
