It's a perfectly normal rule, and not one designed simply to protect QBs. You can't hit an unprotected receiver in the helmet either, and it's easy to avoid as a defender in each instance.

Yeah its odd. The Packers are trying to prove that they have a running game, but on 3rd an 1 they pass or PA it. Id like to see the numbers on 3rd and 1 conversions passing vs running.

Especially when you have a fullback who was 9/10 on 3rd and 1 in the regular season. That's 90% conversion for just one person!
