It happened again tonight.

Same time same street two completely different BMW'S.

5 and 10 miles an hour under the posted speed limit...

And the one tonight? When we finally get to the main road and she goes to turn onto it, half way through the turn I thought she was going to PARK! She came to almost a complete STOP half way around the corner....

Oregon only goes downhill or uphill.... so I guess it depends on how heavily loaded the BMW is and what direction.

lots and lots of green

lots of residential areas do not have sidewalks

many side streets have 3-4 foot deep ditches along side instead of a real sewer system...looks like an car accident hazard waiting to happen

Portland is nice...seems like it's dead after 10pm tho

Here is maybe a slight answer to your question... My Audi's speedometer reads higher than it actually is. Most of the time off by 2-3 mph. I believe all German cars do that because of some law in the EU to make sure that the speedometer doesn't read less than it it supposed to. Lemme find a link.

I wondered if that might not be the case.

But I really didn't expect it to be true!

MY VW's speed'o works just fine, though it WAS made in 1972. :)
