Italy wins their group and, as a "reward", they get to play Spain. If they win, the next is probably Germany, and then France/England assuming no major upsets.
On the other hand, Belgium was a runner up, and their road to finals is Hungary, Wales, and then Portugal/Poland.
Germany, Spain, Italy, France, England are all in one half of round 16. Aside from Belgium, the two best teams in the other half (Cro and Por) had to play each other right away.
It's like someone didn't shuffle the card deck... 
Good for the viewers I guess, we get to see some strong matchups in each stage.
Yeah, Cro vs Por was boring, Cro wasn't good, but didn't deserve to lose, Por was even worse.
If England gets eliminated, does that count for Brexit since Wales is still in (N. Ireland is out, Scotland didn't qualify)?
