The President, or federal government for that matter, has no say in daylight saving time. It's a state issue.
And from what I recall, this whole DST was started by farmers who needed the extra light for their crops. Now that we have better crop technology, is DST even needed any longer?
DST has no affect on how much light crops get. How humans choose to measure time is of no concern to a corn or potato plant.
Bassyhead's link actually claims that farmers don't like DST.
