Why are oil companies experiencing issues with refineries? In almost every major utility industry (phone, electric, etc..) the goverment forces companies to reinvest into their infrastructures why has'nt this been the case with the oil industry?

Bush can only do so much he isn't a genie. They just passed a new energy policy that won't take effect for several years. And the strategic oil reserve is finite and won't last forever.
Oil companies are having issues with refineries because that is life and stuff goes wrong sometimes. Also most refineries have been running at 100% capacity for quite a long time and people get tired and make mistakes etc.
If I'm not mistaken oil companies are required to put money into more infrastructure. And from my understanding there are several proposals to build new refineries but the government permits and such needed to make one is insane and takes years to even get approval for.
backlash? Maybe people will start buying more fuel efficent cars? I wish.
