i haven't really looked into higurashi.
True, the anime is paced with a bit of twist, more of a surprise gift to those who are familiar with the book (at least the first one). Being new to the material, you may find this quite confusing. If interested, you could trying reading the novel in the link I have previously provided. It really is worth it, one of the better NT novels I have read, and which is why I predicted this would be the best show of the year if done right.
You could tell they are trying to be creative and all, but another good reason for mixing up the order is due to the fact that the series is expected to be no longer than 14 episodes in total, and the contents of the first book would only cover half of that at most. Incidentally, the anime show is mainly about the first book, and you would rather save the most dramatic moments till the last episode, wouldnt you?

In case you are determined to see the show in proper chronological order, just go by the episode #s haruhi yells out at the next episode preview sessions (notice how they are different from kyon's "corrections")
If you had to classify Higruashi, it would be a
psycho thriller. They really know how to spook the crap out of people
As for Shuffle!, I found it annoying and lackluster for the most part until they hit eps19 and Kaede starts going nuts. The whole point of watching the show was Kaede, and it actually was unbelievably good for those few episodes (19-21). Other than that, I gave it a meh rating
kiminozo threw me off with the crappy ending, but it really did ride peoples emotions all along, being dubbed as
"the weekend soap opera fix" at the time of its airing. If you liked the show enough, perhaps you should proceed to check out Akane Maniax OVA as well.
