What are you meaning by a "locked cpu"? I think your setting of 11.5 x 143 shows that it is unlocked, because the default is 13 x 133. So you have independently changed both the multiplier and the FSB. Hence, "unlocked".
Or do you mean something else (like FSB/DDRAM speed settings)?
I'd say it is your memory that is keeping your speeds down, not a "locked" cpu. PC2100 memory is only rated for a FSB of 133. You are lucky you've made it to 143. If you want a higher Ghz, up the multiplier, not the FSB. BTW, 11.5 x 143 is only 1645, less than the default 1729! If really do have 1866 and a FSB of 143, then you are at the stock multiplier of 13.
So, now I'm thinking this is what you mean by "locked," that you cannot change the multiplier. Well, if not, that is because of your mobo. The nForce2 mobos certainly allow for changing the multipler.
If you cannot change the multiplier, you are pretty much maxed out with the memory you are using.
