There is no tied PK's. They go till one team wins. It can get pretty crazy but most only go 7 or 8 rounds at the most (if not decided in the five). Although if i remember right a high school playoff game went something like 45 rounds
 
Argentina turned out to be a much more worthy opponent than people thought, and had a lot of chances to win the game, but yeah
If we look at the overall competition, Germany was the best team, so its fair
