I'm guessing Houston is going to be quick to sign that Parsons offer sheet; they don't want to come away from the free agent grab empty-handed AND lose Parsons in the process. He's getting overpaid, but he's been a pretty vital part of a team that is certainly in a good spot to make waves in the West.
