To be clear, most people that use this tactic does not call people either, it is a waste of my time to call you. I'll send you an email.
If you are my boss, I owe you my time. For that person I pick up.
Otherwise you can send me an email.

I simply cannot do that. Judges, among others, do not care about such things.
