I think it is only available if you are logged in. I used to just use a login/pass for every post. Now that I'm officially logged in, I get quick reply. Neato.

This reminds me of the Simpsons episode when Homer discovers he can type "Y" instead of "YES".

"I'll have you know I just tripled my productivity!"

You can use it in IE as well... I think there is an arrow or something you have to click.

It is only helpful if you have a slow connection. And it really hurts many forum's readability. The quick reply doesn't let you select who you are replying to - distroying the huge benefit of viewing threads with the tree structure. Just for fun, change your thread view to "branch view" (It is at the top of the page). Note how I replyed to CraigRT, meaning we can carry on a separate conversation within this thread without scrolling through any other messages unrelated to CraigRT and my post. Very useful - and can save you a lot of time in a long thread with different sub conversations. But the quick reply feature distroys the branching as it doesn't know who to reply to!

It is on my Mac at work, using Safari, But I've been unable to find it at home with IE 6... maybe I'm not looking hard enough.
