So wait, you said you and your wife contacted this guy but then go on to say in a later post that you wrote him notes? Is that the extent of your contact?

If so, man the fuck up and go pound on his door and tell him to shut the fuck up. If he continues to do it, just keep calling the cops and your landlord about him.

We've written him notes 3 times already. I'm ready to fight fire with fire. I'll put dogshit in his shoes he leaves outside his apartment if I have to.

Go knock on his door and ask him once more, nicely but assertive, that he needs to keep the volume down or you will call the landlord/cops.

you could always try what I did.

There was a guy that played his music way too loud all night long. Didn't care about anyone but himself. Landlord was afraid of him.

So one night I went over to his apt. while his music played super loud and I brought my can of spray foam insulation and sprayed it in his door lock and then around the door frame, effectively sealing him in.

While it didn't stop the music, it sure made me smile at his predicament. After doing this a few times the landlord finally evicted him.

In England, we have noise pollution laws where the Local Authorities have a duty to investigate noise issues that you report to them:

You may have something similar where ever you live.

WE had the same problem in our last place. We found in our lease that there was a stipulation that stereos, tvs, and such could not be played to a level at which it was audible outside or by neighbors (this can be a little overboard, but it's intended to make sure if there IS a problem, they have their bases covered). When the neighbor only got louder when we asked him to turn it down, we approached management, which over a month period of citing this guy ended up cancelling his lease and evicting him for violating their lease agreement. Now THAT is revenge.

This is a good suggestion.

Each of the 3 times has been due to neighbors not knowing how to respect their other neighbors.

I found out my wife spent some time talking to the maintenance guy of the apartment and that other people have complained about this tenant as well. Hopefully he gets kicked out soon. Apparently the old lady who lives in the bottom floor came home to her apartment while he was hanging out in just his boxers (and this is a fatass middle age man too, picture Ron Jeremy but taller), and reported the incident to our landlord because she was frightened.

I'd be frightened too if Ron Jeremy came running at me with it hanging out.

Devil's Advocate: It sounds like the guy is middle-aged, fat, and single, living in a shitty apartment (sorry, OP) and with some kind(s) of disability, or at least just mostly deaf.

The only thing that's good in his life might be his ability to just watch TV. He probably gets home from his crappy job and can't wait to take out his hearing aids.

Maybe you could think of it as a favor that you're doing for him, to try to accept his loud TV. Or maybe you could work on communicating with him when is unacceptable for his TV to be so loud?

He works as a truck driver. He makes decent money and drives a fairly new car (2008). That's the thing that boggles me about the situation, the apartment isn't that bad. It's actually the nicest apartment I've lived in so far, and my wife and I paid a premium to move in there over what we were paying before, on the idea that by paying more money and moving into a nice quiet apartment complex that the tenants would be quiet.

His lease is coming up for renewal in one month, so my wife has an idea to just keep calling up the landlord every time he does something so that the landlord kicks him out.

Also I'm partially deaf myself, but instead of watching the TV stupidly loud I just put on subtitles / close captioning.

We asked him in person to keep his TV down, and have put several notes over time on his door with tape.

Plan B is to use a small hose and a funnel to pour ammonia under the guy's door. Eventually he'll just move because the smell is unbearable :D

Sometimes it can be that the person doesn't realize that what they are doing is disturbing others. Where I live the guy next door is elderly and does play his tv loud enough that i can hear it but not to the point it annoys me. I can turn on my tv and not hear his. My dad is 80 and can't hear unless you shout at him, I lost my voice over the holidays trying to hold a conversation with him, so I understand about people having hearing problems.

Looks like you did your part though by asking him to turn it down.
Next step, petition for eviction. You need to get the signatures of other people who want the guy gone and give that petition to the landlord. If the landlord then fails to take action you can sue in civil court for the landlord failing to enforce the lease and making the property uninhabitable, and yes noise from a neighbor is considered as a valid reason.

It bothers people who are light sleepers, such as myself. Nothing you can do about that, other than try to get the inconsiderate people to cut their shit down. If I lived near this guy and he kept me up with his tv... I'd go medieval on his ass after repeated civil attempts to get him to turn it down.

lol if i lived in an apartment or similar multiple-unit dwelling and another tenant was preventing my enjoyment of my place, you can be damned skippy sure i would raise holy hell over it. doucherockets and old people need not apply... this is just common sense, son.

This is a very interesting hypothesis. Since you came up with it, I recommend that you yourself definitively prove whether this is true. All you have to do is stand on an aircraft carrier as a plane is taking off, preferably fairly close to the runway. Let us know whether your hypothesis is supported by the evidence once you get your hearing aid.
