Europeans rely more on negotiations rather than taking action first. There's nothing wrong with that. It's how they do business.
It's also how we do business in case you haven't noticed. How long did we wait and make demands in Afghanistan before we went in? How many shots have been fired in Iraq? There's plenty of talking going on and there's more to come. The concept of sabre-rattling really escapes you people doesn't it.

No one has shot first, however what I do prefer is a leadership that understands that there is a time for talk and a time for action. The problem with your vaunted Euro's is that they sometimes don't know when it's time for action. How many times have they been happily chatting away while they were getting butt fscked? There has been plenty of talk, tough talk but talk and there will be plenty more. If the talking does no good then there will be action.
