Unless there is additional corroborating evidence, I’m skeptical. Creating skimming devices doesn’t seem like Santos’ MO which was more along the lines of embezzlement and lying. Santos isn’t capable of masterminding anything, let alone an operation like this.

Being honest is not a hallmark character trait of the Republicans in Congress so it's no big deal for them that Santos is much like the rest of them. The only problem they have with Santos is that he got exposed for the liar and fraud that he is, of which is peculiar seeing as if they treat Trump, the biggest liar of them all within their ranks as if he really really really never told a lie, for real.
