Sorry, but if someone is that stupid, they should march right down to the DMV, hand them their license and tell them they are incapable of driving a motor vehicle.

This needs a fresh quotation without all the nesting.

AND IT STILL APPLIES.

Actually I think it's because poorly made ones become high velocity spinning metal projectiles.

I saw a completely forgettable vehicle with one spinner hubcap attached to a wheel. I guess the other three decided they wanted to part ways with the car. If one of these ever fell off and bounced into my car I would be stopping the offender and beating him over the head with his own spinner hubcap.

Having spinners or any other stupid looking hub caps does not hurt anyone. At least I haven't heard of it hurting anyone.

Just because I think something is stupid doesn't mean I think it should be illegal. It's pretty clear that stupid isn't illegal yet, nor will it be any time soon.

Yay for pointless laws!

I thought NY already had CA beat on pointless laws.

Most of the time I hear about a state protecting its citizens from their own stupidity, it's California.

The people who say that look at rims to see if a car has stopped or not scare me a little. Great, a percentage of the driving population looks at the rims of a car to see if it's moving, instead of at if the car is moving relative to the road and objects around it. That explains a lot about rising insurance costs.

Even if are you looking at the rims, I have no idea why a car seemingly in motion but in reality not would be dangerous to anyone. Seriously, can anyone explain the problem here?

SEMA have put out a call-to-arms for owners of old Corsicas and other vehicles that frequently have "spinner" hubcaps perpetrated upon them. The State Legislature in New York have introduced a bill to prohibit the sale and use of "hubcaps which contain parts designed to continue moving when the motor vehicle to which they are attached is not moving", with fines ranging from $150 to $750 for repeat offenders. This may be one of the few instances short of a DUI where the fine is greater than the retail price of the vehicle involved. While not agreeing with the principle of the bill, this editor can't really argue with the outcome.

Nah, the other 3 were still on layaway.

Looking at the rims is the best way to determine if a car is moving or not.

I just don't see the logic behind such a law.
Sometime last year or the year before there was a lawsuit where someone had claimed that they were involved in an accident because it confused them... couldn't tell if that vehicle was moving or not. I don't have specifics, but I can tell you this, very often it is the rim of a vehicle on a side street that I look at to determine if they are about to pull out ahead of me. It's not a sure-fire way to do it, but to me it's the easiest way. That's all I'm arguing.

Well I can only guess how but this person I alluded to could have seen spinning wheels and jammed on their brakes thinking they were going to cut them off... thus causing an accident themself. Seems like one way it could've happened.

You prefer staring at a relatively small wheel on the car - instead of the entire car itself to see if it's moving, you know, in relation to what's around it? How is that better?

what's really so hard to understand here ? The rims are 1 point ON the car that you can use to tell if it's moving. While you're moving at some speed, it's harder to look at the objects AROUND that car (which is in the background, of course), relative to the car itself. You can do that, or you can just look at the rims.

Maybe this is easier... how do you know a person is walking ? Looking at the space traveled / background pass or just watching the legs move ? Don't forget you're moving too.

I saw a first-gen Plymouth Neon with spinner hubcaps last summer. I almost died laughing.
